WHAT: Advance comment on the unemployment rate announcement provided by global staffing company Kelly Services.

DETAILS: The following commentary is offered in advance of the September unemployment rate announcement due Friday from the U.S. Department of Labor:

"For the month of September, we expect to see significant job losses due to the effects of Hurricanes Katrina and Rita. While the numbers will likely be skewed given the data was collected in the midst of hurricane activity, we anticipate there will be an overall decline in net jobs. However, we believe that these occurrences will have a short-term impact and job creation will rebound over the medium term.

"We're seeing an increased demand for engineers, scientists, and technology professionals surrounding the rebuilding efforts along the Gulf Coast. Overall, the temporary employment sector also accounts for a good portion of the jobs being created, which indicates continuing stability for the employment picture overall.

"Heading into the fourth quarter, we believe the economy and job market are gaining strength, and that any economic fluctuation caused by the hurricanes will be temporary."
